They are very difficult to understand, indeed. Actually most of Japanese also do not know precisely about them. However, a Japanese can ask for necessary explanations easily if he/she wants.
A foreigner, unless he/she are extremely good at Japanese, can not do so. You must feel uneasy to pay taxes and public insurance premiums, not absolutely of small amount, if you hardly understand them.
